A dark Winters evening in the year 2004. Sixty-six year-old steam enthusiast and antiquarian book dealer Philip Burgess steps onto his long overdue train, unaware that Time has decreed that this will be his final journey.

An old book has given Time the trigger it needs to break its chains. As reality and fiction become intertwined, a familiar story begins to play itself out. A story that can only end in murder.

A 1930s steam train. Twelve passengers with ulterior motives. A mysterious conductor. One victim. And two detectives…

Sapphire and Steel must uncover the secrets in Burgesss past, before the story can reach its terminus. But how can they succeed, when Time has made them a part of its plans already?

The series was created by Peter J. Hammond who conceived the programme under the working title The Time Menders , [1] after a stay in an allegedly haunted castle. Hammond also wrote all the stories except for the fifth, which was co-written by Don Houghton and Anthony Read. All irregularities will be handled by the forces controlling each dimension. Transuranic, heavy elements may not be used where there is life. Little background is given to the two agents, though they are certainly extra-terrestrial in origin. It was the writers' intention, never stated in the show, that such agents would be formed from the fabric of the universe itself to deal with time through which the universe itself was passing drawing abilities from particular atomic elements — though notably neither Sapphire nor Steel are elements. Both characters are telepathic, whilst Steel has inhuman strength, telekinesis and the ability to drain thermal energy, Sapphire can rewind time temporarily, divine the history of objects and possesses some control over human minds. Most notable of these are super-humanly strong Lead and technician Silver both of which are elements. In one episode, they also give low-level powers to a human and dub him Bronze a compound. There is a fun game to be had in attempting to think of who you would cast in the roles of other elements.

More than two decades later, an audio series was released on compact disc by Big Finish Productions. A happy family lives in an 18th-century house filled with clocks and antiques. One night, a nursery rhyme " Ring a Ring o' Roses " read aloud to Helen, the little girl, triggers a time fracture that takes away her parents. As Rob, Helen's older brother, tries to understand what has happened, two mysterious strangers appear, promising to fix things. Sapphire and Steel eventually gain Rob's trust and work out a solution to the problem. Lead also arrives to provide assistance.

Time elementals except neither steel nor sapphire are elements of course who go to the scenes of time breaches and put them right, fighting alien forces not fully understood for an agency that is never seen for reasons that are never given. Hell, the stories and episodes don't even have titles, that's how enigmatic this all is. All of the future shows were written for decidedly adult audiences. The episodes were transmitted in the UK on weekday evenings, usually twice a week, and rarely left the viewer any closer to understanding what was going on than at the start. They were, and still are due to their enigmatic nature, compulsive viewing.
